If signing petitions was useful, we'd all be doing that. Time has showed that petitions are just a waste of paper, time and human resources.

This is not true...
For example, in France, a petition in 1971 ( "le manifeste des 343 salopes") contributed to the adoption of the law about abortion...

Another example: in november 2007, 4 days after having received the 200 000 signatures of a petition, the european union said that the sale and import of products containing cat or dog fur is to be banned across the European Union...

Another example: thanks to the American Humane Association's petition campaign, President Bush signed the Defense Appropriations Bill allowing military working dogs to retire early and be adopted by their handlers following traumatic events.

These were all small deals with no economic backlashes. Mitigating climate change demands huge amounts of money, but one cannot hope to make politicians spend by signing a petition.

Banning the import of products that contain cat or dog fur was an ethical decision, it was a small thing after all. All they had to do was sign a few papers and then feed the new information to customs agents. Mitigating climate change means that the government would have to impose new regulations on almost every field of commerce. Transport, energetics, aviation, waste disposal, energy efficiency etc. Big decision are usually made without the consent of the general population. And right now the decision has been to hide away from taking action against climate change.
