Default optimizing air chambers in OWC devices

I was reading about OWC devices here the other day and came across a section explaining how crusial it is to design the airchamber in Oscillating wave energy devices such as the LIMPET wave power on the Isle of Islay etc.
in such a way that the wave does not resonate within the airchamber thus producing a net worth energy of zero.

If such a device would be placed off-shore or near-shore in an environment that changes as much as the sea does, how can they ensure maximum energy capture at all times?

Does anyone have any ideas? Would it be necessary to constantly change the size of the section that comes in contact with water or is a solid design that would do the same?

I would really appreciate all answers.
