Yeah, it can work. Whereas hydrogen-powered fuel cells allow oxygen and hydrogen to combine into a more stable water molecule, thus releasing energy, you can add energy to water and get hydrogen and oxygen out of it. Hopefully, hydrogen fuel cells will be more abundant in the future and the hydrogen will be supplied through similar technology, not from hydrocarbons as it is today.
