Jokes apart. In india since about last 15 years we have family planning program "Hum Do hamare do" which means "We two, our Two".
Problem with india is its underdevelopment of infrastrucutre (pardon my spelling). Most of indians have nothing to do for fun, except sex. Plus poor people engange in sex using their ultra low cost or free condoms (around USD 0.013) which are "highly reliable".
