I haven't checked the link, but recently I read somewhere that in nigeria alone there have been more than 150 incidences of oil spills in nigeria.

Sad thing is that most of those spills in Nigeria are probably due to terrorism.

So there is no need to be too harsh on the NOAA, at least insofar as oil spill contingency planning is concerned.
