Enforce the Federal Clean Water Act petition online.

The drafters of the Clean Water Act foresaw failures in 1972.
The CWA allows citizens to sue the EPA for not doing their own work or making sure the states do theirs. If the state agency is failing to stop water pollution and permit violations, citizens can file an 118a complaint letter to the commissioner
of DEP or EPA reporting the violation. The commissioner is obligated to look into the lack of enforcement and report.

I met with the President/Founder of Reef Check Dr.Gregor Hodgson at the Green Living Expo in LA. and we talked Ocean Pollution.
As well at the Expo was Mary Luna the NGO coordinator for the International Year of the Reef 2008, we talked Ocean Pollution.
I met with the Executive Director of Perry Institute for Marine Science Dr. John Marr at my beach cleanup in Florida and we talked Ocean Pollution.

Then I drove over the Roosevelt Bridge that stretches over the St. Lucie River from Stuart to Jensen Beach and saw a Black River of Death and Pollution as far as eyes could see. This prompted me to (a) find out who is responsible and report the pollution (b) draft a petition to Enforce the Federal Clean Water Act (DEP) and (EPA).

Default Flickr photo stream of massive pollution in Florida

I posted the St. Lucie River dump of pollution on Flickr.

The dump happened from 10am-3pm on Wednesday April 16th.
As far as eyes could see, nothing but Black Bacterium Infested waters with a mix of Sewage headed straight to the Gulfstream Atlantic.
I can not fathom how many millions of gallons of this stuff entered the fragile ocean eco-system.

I was just wondering if there were criteria people had to meet for their signature to be taken into account? I only ask because in the UK we have a petition system for the Prime Minister/government but you have to be elegible to vote in UK elections for your opinion to count on the site.

Default Petition Criteria

Thanks for the question Spadlet,
I posted the petition on The Environment Site realizing that it is more of a Global Site.
I believe that Ocean Pollution is a Global Crisis, especially when States like Florida contribute such massive amounts.

The Federal Clean Water act is an Environmental Protection Agency Law already, we are not trying to create or recreate the document.
If in Florida we can urge Federal Investigation from the EPA and DEP to stop the Flow from our ports, then we (every Country in on Earth) will win.

As well I believe that everyone , no matter what their age or origin, can sign this petition to enforce a current Law, and ask for support from the EPA.

Palm Beach County and Florida have a commitment with US Sugar (Cuba) to produce Energy from Ethanol, without care for consequence. Its all about $$$$ ......
This is just one of the Key contributors to the problem.

TALLAHASSEE, Florida, July 18, 2008 (ENS) - Today, five environmental groups filed a lawsuit to compel the federal government and the state of Florida to set numeric limits on the excess nutrients which trigger harmful blooms of blue-green algae.

In 1998, the U.S. EPA determined that prompt development of numeric standards for the nutrients phosphorus and nitrogen by the state of Florida was necessary to meet the requirements of the Clean Water Act. The groups claim that EPA action is required to achieve sufficient protection of Florida’s waters because Florida has failed to develop these standards.

Whenever it rains, runoff from factory farms, fertilized landscapes, and agricultural operations pour fertilizer residue containing phosphorus and nitrogen as well as livestock waste into Florida's rivers and lakes. These contaminants are referred to as nutrients.

The lawsuit has nationwide implications. Currently, Florida and most other states have only vague limits regulating nutrient pollution. Today's legal action seeks a court order requiring that the U.S. Environmental Protection Agency impose quantifiable - and enforceable - limits for those contaminates in Florida.

As we have continually noted, NO standards, No monitoring, No system, massive pollution and Algae Blooms.
