You're only happy when you're frightened aren't you.
The terrorism threat has been greatly over blown by the Greenpeaces of this world. Nuke plants are not the target of terrorists that you depict them, and even if they were, would be very difficult targets. Even if a terrorist did access a power plant, he/she could not do much damage without an army, which would make them non-terrorists.

As a power supply I put it to you that they are potential terrorist targets by default!
As for your use of semantics: you are playing with a very weak card!

There's been a lot of terrorist attacks in the world. Power plants not noted as a major target. Nuke plants would be among the most difficult to attack. Even harder to pose any danger to society with such an act.

What would happen if a subcritial mass of uranium was formed into the shape of a spike at the bottom of an elevator shaft and another subcritical mass was placed in the elevator and it was allowed to drop on top of the spike, all in New York/Hong Kong or London???
