It's just a broad spectrum term for people who are involved in OH&S, the environment or public relations. Normally their responsibility is to ensure the companies run within the legal guidelines and/or public expectations. So they are also the ones who front up first when a problem hits the fan. before the media goes after the GM.
CSR guys probably get paid best at virgin, since they own several airlines and are still classed as green. If it weren't for them offering a discount ticket war planet wide putting far more bums on seats then they would have lived up to their reputation.
