I don't think its symbolic!

If we reduce usage of couple of bulbs or switch from regular bulbs to CFLs or LEDs the energy savings when considered on global scale are miniscule but that's how it works...

In india we have a proverb that means "Drop by drop, lakes are filled"

Would save a whole lot more money and energy if it didn't have any light bulbs at all.

Out of interest, is it left switched on throughout the night? If not, could they not just, say, switched it off from 3-5am or something, when probably very few people are awake to witness it anyway...?

It is just the new sparkling lights (which, frankly, do look quite naff anyway). The lights on the whole building will still stay on permanently. It seems like they just getting rid of them because they're rubbish, and claiming it as a "green symbol". Kill two birds with one stone.
