Since one of the characters is labelled as "logging company" and the other as "government" I assume this is some sort of satire about politics, business interests and their ability to engage in reactive (after-the-fact)
PR in the face on the inevitable environmental destruction brought about by their practices (which do not necessarily follow the explicit "policies").
I suppose that in this scenario, both the government and the business interest (in this case logging company) would have been in denial of the public concerns expressed for their project, and when finally faced with the reality that they could no longer hide behind smokescreens and politico-greenwashing, rather than to admitting even in those circumstances, they would have to find some sort of "spin" to make the obvious solid evidence of the resource depletion / desctruction into something "positive" (regardless of the meaninglessness of that "positive")
