That wasn't un the UK was it? People aren't supposed to be able to get planning permission here for the sitting of a wind turbine within the topple distance of a house (the one in your photo clearly was unless the picture has affected the perspective of the situation).
Also, wind farm design software can predict flicker effects before instalation so there shold not be any reason why a wind turbine should be located somewhere that would cause flicker in a neighbouring property unless the chances of it occuring are very occasional, maybe once a year (as it is related to the position of the sun relative to the wind turbine and the property) and the householder considers it realistic for their blinds/curtains to be closed at that time.
