carbon soot is particulate. Without big hot updrafts like smoke stacks, it tends to settle down rather quickly. Even smoke stacks tend to have not much rising soot as it likes to settle down on everything. Besides, most of that stuff has extra burning stages on it now to make it into co2 - to save the environment. Maybe it's those massive fires putting out smoke for hundreds of miles which is really injecting the soot up into the atmosphere.
