It depends on your vision, eg many people with visual impairments find yellow text on a black background easiest to read on screen. It's an interesting idea though, and it would apply to the majority.
I wonder what the web would look like if it was structured purely for speed and readability - maybe a load of plain text indexed bulleted lists of links leading to more plain text pages, like it was in the early days?
