It is a method of producing hydrogen from water by electrolysis. There is actually a power loss occuring.
The main benefits would come from the extra oxygen instead helping to produce a bigger bang for less molecules. That means an old dirty untuned engine would run better. But you still use more fuel. You need a lot of hydrogen to produce much of a difference and then a 12 volt battery won't do. The claims they usually give break the conservation of energy law so all claims are really a load of crap.
