Yes, it can be predicted like the following.
Moon eclipse of 7-28-2007
A search of the data of historic earthquake locations and dates for California for possible location of earthquakes of magnitude 4 or greater that could occur on August 28, 2007 returned two possibles.
Monterey march 10, 1910 M6.0
Signal Hill October 2, 1933 M5.4
The moon will intersect the angle of Uranus on the 29 and opposite Venus on the 30th. Either one could trigger an earthquake everything will be in a releasing mode.
There is little doubt of an earthquake will occur somewhere in the area. There are a lot of factors that go to the location of an earthquake besides the forces involved. We have the surface information but we lack fault lines and angles of subsurface structures as well as the strain buildup. That will be discovered when the earthquake occurs.
The search with a smaller window than I used for the earthquake search against 1000 years of data had hit 5-8-1021. It would be interesting to search the records for the history of that time.
