Governments can do things but they are notoriously inefficient. The private sector is usually more efficient but there's always the risk of profiteering because of a lack of regulations (basically this is what seems to be happening with most of the current carbon offset companies).
Perhaps more regulation is needed, but I'd still prefer to leave it to the private sector if possible.
